This is a REQUEST FOR PREPROPOSALS (White Paper) UNDER THE "CWMD BOTAA-24-01." (Please follow the steps for submission that are attached in the BOTAA). The government intends to award one or more Other Transaction Agreements (OTA) authorized by statue 10 USC 4022. Please see the attached Statement of Objectives for details pertinent to this effort.
