EVALUATION-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEV 2026-O0028)(FEB 2026))|3|The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Govern ment, price and other factors considered. The following factors shall be used to evaluate offers: I. TECHNICAL EVALUATION FACTORS (i) FACTOR 1: Technical Acceptability This factor will be evaluated on a Pass/Fail (i.e., Acceptable/Unacceptable) basis. An offer mu st be rated "Acceptable" for this factor to be eligible for award. Technical acceptability is the primary evaluation factor. II.
