Description of Proposed Action: The U.S. Department of Energy (DOE) Hanford Field Office (HFO) intends to award a time and materials contract to Mercia Advisors, LLC, for support services for budget formulation, financial planning, strategic planning, policy analysis, and Congressional liaison functions.
