SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Research Survey Database Subscription RFI eCMS ACTION NUMBER 36C77626Q0139 March 18, 2026 Introduction: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Digital Health Office (DHO) requires support survey administration and analysis of survey results for two batches of survey data collected each year. The Contractor shall provide Government Purpose rights and permit the VA to utilize the library of standardized survey questions for independent analysis. The Contractor shall provide 4-6 benchmark numbers from Arch Collaborative data for purposes of comparison to VA data.
