The U.S. Department of Labor (DOL), Office of Workers� Compensation Programs (OWCP) seeks to obtain access to a nationwide provider network or networks and medical bill processing services in accordance with industry standards, applicable laws and regulations (e.g., the Privacy Act of 1974, as amended (5 USC 522a); Office of Management and Budget (OMB) Memorandum M-06-15), and OWCP rules. The Government envisions a non-IT commercial services contract in which the contractor has access to networks of medical providers for use by OWCP programs� covered workers, can process and pay medical bills submitted by network providers and non-network providers, and will bill the Government for those bills deemed payable.
