The U.S. Army Corps of Engineers (USACE), Los Angeles District (SPL), intends to award firm-fixed-price (FFP) contracts to require prime construction contractors to sole source new utility infrastructure for water and wastewater to a privatized utility System Owner, American Water Operations and Maintenance, LLC. The actions would be implemented on new USACE construction projects awarded between 2026 and 2032 at Vandenberg Space Force Base, California. Vandenberg Space Force requires a privatized utility System Owner (SO) for new utility infrastructure construction of water distribution and wastewater collection systems.
