The Department of War Education Activity (DoWEA) has the following requirements: The Agency requires middle school instructional resources for a 9-week course in each grade, grades 6-8 and high school instructional resources for one 0.5-credit course. All instructional resources for students and teachers shall be (1) commercial off-the-shelf (COTS), (2) 100% digital, and (3) based on research-based best practices shown to help students master the standards.
