PRESOLICITATION NOTICE RFQ 36C77626Q0178 ILEAD Video Production Blanket Purchase Agreement (BPA) The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), through the Institute for Learning, Education and Development (ILEAD), requires a BPA for the purposes of securing video production support services for the ILEAD production and delivery service line that includes production of videos, live satellite television, and multimedia projects. ILEAD provides pre-production, production and post-production video support, to include satellite television and multimedia projects, to customers throughout the VA.
