This public notice for the acquisition of commercial services is prepared in accordance with FAR Part 5.2 - Synopsis of Proposed Contract Actions and FAR Part 6.2 - Other than Full and Open Competition. The Library of Congress (Library) requires contract support to provide access to moving image films in both 16mm and 35mm formats through laser film recording. Within the past few years, the digital scanning of motion picture images has become an increasingly accepted form of preservation. However, for the long-term archival storage of moving images, film stock is still preferred and best practice over digital files.
