Eligibility to compete is limited to 8(a) firms in the developmental or the developmental and transitional stages of the SBA 8(a) Business Development Program. The Army requires a commercial Hazardous Material Supply Operations (HMSO) service to provide Fort Bliss with a centralized capability to receive, verify, store, track, control, and issue Government?owned hazardous materials in support of installation logistics operations.
