The Naval Sea Systems Command (NAVSEA) intends to award a contract modification to Leidos Holdings, Inc. under Contract No. N00024-18-C-6209. The modification will be issued using other than full and open competition pursuant to 10 U.S.C. � 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The Acoustic Device Countermeasure (ADC) MK 5 is an expendable, mobile acoustic countermeasure designed to increase a submarine�s survivability against torpedo threats. Leidos is the original developer of the ADC MK 5 system, and the Government does not currently possess a complete Technical Data Package (TDP) with build-to-print specifications.
