Notice of Intent to Sole Source � GCD3 Under the authority of GSAR 538.7104-3(b)(iii), the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract to Omni Federal Inc for the GEOINT Capability Development 3 (GCD3) program. Purpose: The GEOINT Capability Development 3 (GCD3) contract is the follow-on contract to GCD2. GCD3 will continue to support updating the Quality Assurance Capability (QAC) application. QAC will replace the Geospatial Analysis and Integrity Tool (GAIT) which will be sunset in FY28. GCD3 is necessary to mitigate the risks of QAC not being ready to replace the legacy GAIT capabilities.
