This is a notice of intent to award a sole-source contract under statutory authority 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Air Force Life Cycle Management Center Armament Directorate (ALFCMC/EB) requires an Enterprise License Agreement (ELA) allowing all EB users across multiple associated sites access to MATLAB and Simulink as well as all MATLAB toolboxes across the Non-classified Internet Protocol Router (NIPR), Defense Research Engineering Network (DREN), Standalone networks (Enclaves), and Standalone computers in classified and unclassified areas.
