The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific), intends to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis to Keysight Technologies, Inc. pursuant to FAR Part 12 and FAR 13.106-1(b). The requirement is for Original Equipment Manufacturer (OEM) on-site calibration services for Government-owned Keysight Technologies test and measurement equipment identified in Attachment 1 ? Equipment List. Based on the approved Justification for Non-Competitive Procurement (JNCP), the Government has determined that only one responsible source can satisfy the agency?s requirements.
