The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Cost Plus-Fixed Fee (CPFF) type contract with Northrop Grumman Corporation (NGC), Melbourne, Florida to perform non-recurring efforts necessary for the design, software development, testing, and evaluation of the E-2D Mission Computer and Displays (MCD) software required to support end-to-end demonstrations of Manned/Unmanned Teaming (MUM-T). The anticipated period of performance will be 18 months after contract award. As the sole designer, developer and manufacturer of the E-2D aircraft, NGC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services.
