The Norfolk Naval Shipyard (NNSY), Portsmouth, VA intends to award a firm-fixed-price (FFP) contract to Ecomass Technologies LP, on a sole source basis, for Technical Polymer (filled polyurethane base resin), non-toxic thermoplastic lead alternative, utilizing the statutory authority under 41 U.S.C. 1901 as implemented by Federal Acquisition Regulation (FAR) Subpart 12.2 � Solicitation, Evaluation, and Award.
