Question: The solicitation calls in FAR 52.219-9 (Alternate II). This provision indicates that a subcontracting plan may be required to be submitted with the bid. Please confirm if this is required and if so, please provide an appropriate form? Answer: A subcontracting plan is required to be submitted with the proposal if the prime contractor is not a small business. Note that the contract is not considred to be Commercial, so those portions of the clause relating to commercial plans do not apply.
