The Department of Homeland Security, United States Coast Guard, Operational Logistics Command (LOG-94) intends to award sole source contract on a basis of other than full and open competition to the City of Petaluma Franchise vendor; Recology Sonoma Marin in accordance with (IAW) 3204(a)(5) or 41 U.S.C. 3304(a)(5) implemented by the Federal Acquisition Regulation (FAR) 6.103-5 (FAR Class Deviation 25-111 ) “Authorized or required by statute”.
