About the Renewable Energy Grant Fund Recommendation Program The Renewable Energy Grant Fund Recommendation Program (REF) provides benefits to Alaskans by reducing and stabilizing the cost of energy through the development of renewable energy projects. The program is designed to provide funding for projects that produce cost-effective renewable energy for heat and power, to benefit Alaskans statewide. The REF program was established by the Alaska State Legislature in 2008 and in 2023 with the passage of House Bill 62 the sunset date was removed from Alaska Statute extending the program indefinitely.
