Who can apply
Eligible applicants under this BAA include institutions of higher education, nonprofit organizations, state and local governments, foreign organizations, foreign public entities, and for-profit organizations (i.e. large and small businesses) for scientific, technology, engineering, mathematics, education, policy development, ethics, culture, history, and economic analyses projects and proposals. Whitepapers and proposals will be evaluated only if they are for novel study and experimentation directed toward advancing the state of the art or increasing basic knowledge and understanding. Whitepapers and proposals focused on specific devices or components are beyond the scope of this BAA.For foreign public entities or foreign organizations, see Section II.C.3.a below for further information. There is no restriction on the place of performance for awards issued under this BAA.
