A road project can also include culverts, erosion controls, markings, concrete, landscaping, and restoration that require different crews or subcontractors. Five Current Notices Show Why the Title Is Not the Scope

The Fort Leavenworth asphalt pavement rehabilitation solicitation closes August 20. The official notice calls for mill-and-overlay and other asphalt roadway improvements across named roads, parking lots, and alleys, with separate specifications and drawings. A contractor should reconcile every plan location, pavement section, work limit, phasing constraint, and price item rather than transfer one average production rate across the installation. The Gavins Point Crest Road chip-seal solicitation closes August 18. SAM.gov describes asphalt surface treatment and joint sealing on the crest and ramp roads, with awarded options. This is not the same production system as hot-mix overlay. Verify surface preparation, treatment rate, aggregate, joints, weather, traffic, and option pricing before assigning a paving crew. The Union Village Dam east access-road solicitation also closes August 18. Its scope combines gravel-road and asphalt-road reconstruction, drainage, a box culvert, earthwork, erosion controls, and an option for full-depth hot-mix replacement. A paving contractor may fit one lane as prime, subcontractor, or supplier without fitting the entire civil package. The Camp Lejeune multiple-location parking-lot repair solicitation closes August 19, but the official notice says only contractors named on the applicable Civil/Paving MACC may submit a proposal. It is also identified as a HUBZone set-aside. A close technical match is not an actionable prime bid when the vehicle and set-aside gates are not met. The South Pryor Roads solicitation closes August 17. Its current official description emphasizes grading, excavation, embankment, crushed aggregate surfacing, erosion control, seeding, and topsoil across about 13 miles. It appears in the adjacent road-work lane, but an asphalt-only contractor should not relabel aggregate and civil work as a paving match. Dates, notice types, and headline status were checked against current official SAM.gov pages on August 12. The official page, latest amendment, attachments, buyer clock, and applicable submission system control the procurement. Reconcile the Pay Schedule, Drawings, and Existing Surface

Create a quantity map before estimating production. For each station, road, lane, lot, or repair area, record length, width, area, milling depth, removal volume, patch depth, base repair, leveling, lift thickness, asphalt mix, tack, joint treatment, shoulder, curb, drainage, marking, restoration, and the controlling pay item. Link every takeoff to a drawing detail and specification section. Keep base items, option items, allowances, and alternates separate. Do not assume the buyer's quantity is guaranteed or that the same unit covers every condition. Identify estimated versus measured quantities, overrun and underrun rules, lump-sum inclusions, incidental work, minimum order, and the process for changed conditions. Record approved material sources, mix designation, binder, recycled-material limits, job-mix formula, plant approval, tickets, temperatures, transport protection, placement temperature, lift thickness, paver, rollers, rolling pattern, joints, density or compaction test, smoothness, sampling, corrective work, and documentation. Do not state that one familiar state mix automatically satisfies a federal, municipal, airfield, or installation specification. Model the haul cycle from the actual plant. A nominal tons-per-hour rate is not a schedule if the haul cycle starves the paver. Confirm whether the bidder must name or obtain approval for the source before award or before production. Identify plan responsibility, devices, trained personnel, flaggers, temporary access, emergency passage, lane closures, detours, pedestrian control, business or facility access, daily reopening, temporary markings, and setup and removal. Price repeated mobilizations and short work windows. A project that keeps every building, gate, or lane operational can produce less paving per shift than an unrestricted closure. Create a quality-control matrix connecting submittal, responsible person, test, frequency, acceptance limit, record, buyer witness point, nonconformance response, removal or price adjustment, and final closeout. Tabletop a failed density test, rain before treatment, plant interruption, base failure after milling, traffic-control change, rejected load, and quantity overrun. The bid file should identify authority, schedule effect, documentation, and cost treatment for each.

Clear Wage, Bonding, Set-Aside, and Role Gates Early

The current DOL Davis-Bacon guidance explains that covered federal and federally assisted construction carries prevailing-wage requirements, and DOL's wage-determination guidance classifies roads, streets, runways, parking areas, and most paving work as highway construction when that classification applies. Use the wage determination and labor clauses incorporated into the actual package. Map each crew classification, base wage, fringe, overtime, payroll record, subcontract flow-down, and effective modification before labor is priced. The current FAR 28.102 states the federal performance and payment protection framework for construction. It generally requires performance and payment bonds for covered construction contracts exceeding $150,000 and alternative payment protections for the band above $35,000 through $150,000, subject to the rule's conditions and exceptions. The solicitation controls the required form, amount, surety, bid guarantee, timing, and any deviation. Do not wait until bid day to learn that the company cannot produce the named security. SBA's Surety Bond Guarantee Program can support qualifying small businesses seeking bid, performance, payment, and ancillary bonds through participating sureties. It is an underwriting pathway, not automatic approval. Bring the surety the package, price, backlog, financial information, equipment, key people, subcontract plan, and schedule early enough to test capacity. Clear every participation gate: active registration where required, NAICS and size, license, prequalification, set-aside certification, project-specific experience, vehicle membership, bid form, representations, bonding, and submission method. ADOT's Preparing to Bid guide separates prime, subcontractor, trucker, and supplier roles and warns that each request is unique. Apply the same discipline beyond Arizona. Price Production Risk Without Treating the Ceiling as Revenue

Build each pay item from a documented production model. Include labor, burden, supervision, plant and material, trucking, equipment ownership or rental, fuel, mobilization, milling, disposal, traffic control, testing, survey and layout, permits, insurance, bonds, subcontractors, security time, office work, quality control, closeout, financing, and contingency tied to named conditions. Preserve the buyer's units so the estimate, bid schedule, daily report, ticket, measurement, and invoice can reconcile. Model the schedule by operation and constraint: submittals, source approval, traffic plan, mobilization, milling, base repair, drainage, paving, treatment, cure, markings, testing, punch list, and reopen. Add weather and seasonal limits supported by the package. Identify which tasks can run in parallel and which require buyer acceptance first. A long period of performance does not create unlimited workable paving days. Test quantity and ordering risk. An estimated tonnage, government estimate, construction magnitude, maximum value, option item, or IDIQ ceiling is not guaranteed revenue. Confirm award structure, minimum obligation, measured-quantity rules, option exercise, funding, price-adjustment clauses, material escalation treatment, multiple awards, task-order competition, and the buyer's right to delete work. Model cash requirements for mobilization, material, payroll, retainage, testing, and payment timing. Write a pursuit decision with four columns: proven fit, written clarification needed, priced exposure, and disqualifier. Reject the prime lane when vehicle, certification, bonding, prequalification, geography, plant, crew, schedule, or civil-scope requirements cannot be met. A high-value notice is not a good lead if the business cannot submit a compliant offer or perform the whole promised scope.

Save the Paving Lane the Business Can Actually Perform
