Effluent Treatment System

COMMERCE, DEPARTMENT OF.NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY.DEPT OF COMMERCE NIST

About this archived opportunity

The Gaithersburg Site Effluent Treatment System is located on the south end of campus at the “E” Gate intersection at Center Drive. Built in the mid-1990’s, the system was designed to comply with Washington Sanitary Sewer Commission (WSSC) effluent discharge requirements. The system is centered around a large concrete tank (wet tank) that provides primary effluent treatment with a stir / chop agitator system PH monitoring and treatment. Currently, the interior wet tank operational, structural, and life safety systems have rendered this system inoperable. Inspection has found the primary floor support has detached along the south side of the wet tank. This has caused for the aluminum grating to sag, and no longer safe for personnel entry. More, there are areas of the aluminum grate that have literally rotted away. Further inspection revelaed internal blowers to address the confined space ventilation requirements are inoperable and heavily corroded. The system internal heater is inoperable and heavily corroded. The motor and stir mechanism is seized. Additionally, the motor is electrically inoperable. The explosion proof electrical wiring and conduit is in very poor condition. In general, the entire wet tank and systems needs to be renovated and brought back to operable condition. This requires a complete replacement of all tank components. This includes an entire new floor surface and all support members, safety blowers and heaters, new stir / agitation motor and shaft system, PH monitoring probes and data signaling, epoxy lining of the wet tank, lighting, electrical outlets, and demolition and replacement of all the explosion proof electrical wiring and conduit. Other work as required to conform to current regulatory requirements, as required. All the work above complicated by environmental factors and the presence of site raw effluent. The contractor doing this remediation and repair will need to have specialized equipment and experience to deal with the multitude of environmental issues and trained qualified staff to complete this work. See attached: Draft Statememt of Work (SOW) for full Task Details. Sources Sought Notice (SSN) for details on how to submit interest and capability.
