This RFI shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotations or Proposals. The Government may or may not issue a formal solicitation as a result of the responses received to this RFI. The Department of Homeland Security (DHS) is conducting market research to better understand the capabilities of Federal Aviation Administration (FAA) Part 121 certificated air carriers that maintain full operational control of aircraft under Part 121 requirements.
