The California Department of Public Health, California Tobacco Control Program (CDPH/CTCP) is issuing this solicitation for the purpose of funding one (1) public, or private-nonprofit agency to ensure that an African American/Black Statewide Coordinating Center is fully functional through April 23, 2023 on par with the services provided by the Statewide Coordinating Centers that were funded by RFA 17-10593 Priority Population Coordinating Centers to serve the 1) Asian and Pacific Islander; 2) Hispanic/Latino; and 3) Lesbian, Gay, Bisexual, Transgender, Queer (LGBTQ) populations. Each of these Statewide Coordinating Centers was fully-funded at approximately $2.5 million each for the 5-year grant term. The successful applicant for the African American/Black Statewide Coordinating Center, under RFA 17-10593, requested and was awarded approximately $1.8 million. As a result of under-budgeting, the activities in the last 16-months of the African American/Black Statewide Coordinating Center are limited in scope and not comparable to the services being provided by the three other priority population Statewide Coordinating Centers funded under RFA #17-10593 Priority Population Coordinating Centers. CDPH/CTCP determined that it is of high public health importance to maintain full Statewide Coordinating Center services for the African American/Black community. Because RFA #17-10593 Priority Population Coordinating Centers restricted augmentations to award recipients, CDPH/CTCP did not have the authority to augment the recipient of the African American/Black Statewide Coordinating Center grant to maintain the full complement of Statewide Coordinating Center activities. Consequently, the purpose of this RFA is to provide funding to a qualified applicant to provide specific African American/Black Statewide Coordinating Center services for the period January 1, 2022 through April 30, 2023 to ensure that the African American/Black population has access to services comparable to the other Statewide Coordinating Centers.
