CRC Planning Grants are intended to help communities in initial stages of CRC project development by funding planning and pre-development, community engagement and coordination, site preparation, and other activities necessary to prepare for future CRC rounds of funding and other related funding opportunities. CRC Project Development Grants and Implementation Grants support pre-development and implementation activities to prepare for future implementation funding opportunities (see separate Grants Portal entries). Eligible planning activities include: -Preparing Applicants to apply to a CRC Implementation Grant or other similar grant Identifying and preparing project sites for future development into Community Resilience Centers -Completing fiscal analyses and studies -Building capacity both internally, among staff and departments, as well as externally, among stakeholders -Evaluating, updating, and streamlining various policies and codes currently enforced by the Planning Department and other local departments -Preparing or updating local jurisdictional plans -Designing or enhancing community engagement that results in innovative and meaningful programs and practices built upon the input and expertise of local public agency staff, community-based organizations, workforce development boards, and overburdened individuals and groups. Each CRC Grant application must include a Collaborative Stakeholder Structure (CSS) that includes organizations and residents involved in developing and implementing the grant. One Lead Applicant will submit an application on behalf of their CSS, alongside Co-Applicants. The CSS should also include residents and community-nominated members such as CBOs that are not Co-Applicants. If you anticipate needing Application Technical Assistance (TA) to apply for the CRC Planning Grant, Project Development Grant, or Implementation Grant please submit the CRC Application TA Request Form by 11:59:59 p.m. PST on Friday, June 23, 2023. Submissions received past June 23, 2023, will only receive TA if resources remain to support additional applicants. Completion of the CRC Application TA Request Form does not guarantee application TA; please note that TA resources are limited and will be awarded on a competitive basis. CRC program staff will prioritize applicants from priority communities for application TA. For further detail on priority communities, please reference Section 2.3 “Priority Communities” in the CRC Round 1 Final Guidelines. To demonstrate interest in applying for a CRC Planning Grant, Project Development Grant, or Implementation Grant, all prospective applicants are strongly encouraged to submit an Intent to Apply Survey as early as possible. Eligibility: Eligible Applicants include but are not limited to community-based organizations, local governments, nonprofit organizations, philanthropic organizations and foundations, faith-based organizations, coalitions, community development finance institutions, community development corporations, joint powers authorities, councils of governments, and California Native American Tribes (see Section 6.2 Eligible Applicant Types of the CRC R1 Guidelines).
