Who can apply
Government Organizations Eligible applicants are Illinois state and local government agencies with demonstrated experience providing substance use disorder treatment, recovery support, and/or reentry services to justice-involved populations. Private and nonprofit entities are not eligible to apply as direct applicants but may participate as subrecipients or contractors, as permitted by applicable federal and state requirements. Applicants may apply for funding under one or more of the following program categories: Pretrial Substance Use Disorder (SUD) Treatment Programs Prison-Based Residential Substance Use Disorder (SUD) Treatment Programs Jail-Based Residential Substance Use Disorder (SUD) Treatment Programs Stand-Alone Aftercare Services Applicants must be pre-qualified through the Illinois Grant Accountability and Transparency Act (GATA) Grantee Portal and be in Good Standing at the time of application submission. Applicants must maintain an active System for Award Management (SAM) registration and Unique Entity Identifier (UEI), as applicable, throughout the application and award period. Applicants must demonstrate the organizational capacity, experience, and infrastructure necessary to implement the proposed program and manage federal grant funds in accordance with applicable federal and state requirements. Applicants must be pre-qualified through the Illinois Grant Accountability and Transparency Act (GATA) Grantee Portal and be in Good Standing at the time of application submission. Applicants must maintain an active System for Award Management (SAM) registration and Unique Entity Identifier (UEI) throughout the application and award period, as applicable. Applicants must demonstrate the organizational capacity, staffing, experience, and infrastructure necessary to implement the proposed project and manage federal grant funds in accordance with applicable federal and state requirements. Applicants must comply with all applicable federal and state laws, regulations, grant requirements, and reporting obligations, including those established by the Bureau of Justice Assistance (BJA), the Illinois Grant Accountability and Transparency Act (GATA), and 2 CFR Part 200. Failure to meet eligibility requirements, submit required application materials, maintain required registrations, or comply with applicable grant requirements may result in the application being removed from consideration for funding.
