Sample application templates for both general and priority communities are also provided below. EECBG Program Application Guidance (PDF, 193.04 KB) Sample Application Template - General Community (PDF, 126.73 KB) Sample Application Template - Priority Community (PDF, 103.9 KB) The Energy Efficiency and Conservation Block Grant (EECBG) Program is designed to assist states, local governments, and Tribes in implementing strategies to reduce energy use, lower fossil fuel emissions, and improve energy efficiency.Georgia will receive $2.9 million to disperse to local governments throughout the state. The competitive funding is targeted towards small and disadvantaged communities. Local governments who received direct funding from the U.S. Department of Energy are ineligible for state EECBG funds.GEFA has selected a variety of EECBG Program Blueprints that local governments can apply for. EECBG Program Blueprints are model projects and programs designed to help local governments achieve high-impact results
