Eligibility: Applicants must be a California public agency with primary responsibility for flood emergency response and coordination. This applies to counties, cities, flood control districts, reclamation districts, local maintaining agencies, and some tribes in California. Multiple agencies may apply under the same application, but must designate a lead agency that is a flood emergency first responder.
