Awarded organizations, Technical assistance providers (TAPS), will provide project planning and application assistance to applicants of the Alternative Manure Management Program (AMMP), Healthy Soils Program (HSP), and the State Water Efficiency and Enhancement Program (SWEEP). Following the execution of awards in these programs, technical assistance providers will work with awardees to implement the projects on farms and ranches around California. The AMMP provides financial assistance for the implementation of non-digester manure management practices in California, which will result in reduced greenhouse gas emissions. The HSP Incentives Program provides financial incentives to California growers and ranchers to implement conservation management practices that sequester carbon, reduce atmospheric greenhouse gases (GHGs), and improve soil health. SWEEP provides financial incentives for California agricultural operations to invest in irrigation systems that reduce GHG emissions and save water. TAPS must prioritize assistance to Socially Disadvantaged Farmers and Ranchers (SDFRs) as defined by the Farmer Equity Act. The program allows a higher award maximum for organizations that will provide bilingual technical assistance. Organizations that will not provide bilingual assistance may request up to $90,000 to support each of the three programs. If an organization proposes to provide bilingual technical assistance, up to $150,000 may be requested for each of the programs that will supported. Eligible organizations are Resource Conservation Districts, non-profit organizations and University of California Cooperative Extension (UCCE).

Eligibility: Resource Conservation Districts University of California Cooperative Extension (UCCE) Non-profits Entities applying for CSA Technical Assistance Grants, hereafter referred to as Technical Assistance Providers (TAPs), must have demonstrated technical expertise in the implementation of agricultural practices and technologies supported through AMMP, HSP and/or SWEEP.
