Notice of Funding Availability, Homekey Program Round 3

Department of Housing and Community Development

About this archived opportunity

Homekey was created as an opportunity for local public agencies to quickly acquire and rehabilitate properties like motels, multifamily buildings, and commercial properties, to expand housing for persons experiencing or at risk of homelessness, who are inherently impacted by the COVID-19 pandemic. The $736 Million Round 3 NOFA sets aside 10% of funding for youth at risk or experiencing homelessness, and 5% of funding for rural communities. The rest of the funding is also divided into 8 regions, largely aligned with the various Councils of Government (COGs). Each region's share of the Homekey allocation is calculated based on its proportionate share of persons experiencing homelessness as indicated by the sheltered and unsheltered 2021 Homeless Point-in-Time (PIT) counts, plus its proportionate share of extremely low-income (ELI) renter households that are paying more than 50 percent of their income for rent. Keywords: Permanent Supportive Housing, homeless housing, housing grants, property conversion funding, acquisition grant.
