The funds awarded under this NOFA will be distributed as deferred payment loans to counties independently or with a development sponsor for the development of permanent supportive housing for those living with a serious mental illness who are chronically homeless, homeless, or at-risk of chronic homelessness. NPLH funds must be used to acquire, design, construct, rehabilitate, or preserve permanent supportive housing and may be used to fund capitalized operating subsidy reserves. Funding under this NOFA is provided through the sales of bonds which are repaid from the Mental Health Services Act. The maximum loan amount per project is $20,000,000. Loan sizing is subject to per-unit limits and other requirements of the Department's underwriting regulations. The NPLH competitive allocation is divided between an automatic distribution of funds to four (4) Alternative Process Counties (APCs) with 5 percent or more of the state's homeless population and projects funded on a competitive basis between counties of similar population size. In this round, all four APCs (Los Angeles, San Diego, San Francisco, and Santa Clara) will receive an allocation of funds. Counties not deemed APCs will compete for available funds with counties of similar population sizes - small, medium and large. The amount of funds available within each county population group is determined by the proportionate share of homeless persons and proportionate share of extremely low-income renter households among the counties with small counties receiving no less than 8 percent of funds. Potential applicants should consult the NPLH guidelines for more specific information on eligible applicants and projects.
