The close date above is the date for the Step-2 proposal due date. The Step-1 proposal due date is 09/05/2025. Step-2 proposals cannot be submitted if a Step-1 proposal was not submitted. NOTICE: Amended November 17, 2025. This amendment resets the Step-2 proposal due date for this program element, which was previously set to TBD because of the lapse in government funding. The new Step-2 proposal due date is January 20, 2026. Only those who previously submitted a Step-1 proposal can submit a Step-2 proposal. NOTICE: Amended November 7, 2025. This amendment changes to "TBD" the proposal due date for this program element. The solicitation "close date" shown in NSPIRES is NOT a new proposal due date; that is merely an artefact of the NSPIRES system. When funding is reinstated, an amendment will be issued setting a new due date. We anticipate that proposers to programs that were set to TBD will be given back as many business days as the government was shut down. NOTICE: Amended September 22, 2025. This amendment announces that those proposing to Earth Science (ROSES Appendix A) to use the NASA Center for Climate Simulation high-end computing facility must include $0.09/SBU in their budget per the instructions provided in Section 7.3 of ROSES-25 A.1 Earth Science Research Overview . This applies to all open and future program elements in Appendix A (Earth Science) as of 09/22/2025. Corrected August 27, 2025. The wording in Section 1.1 Eligibility regarding FFRDCs has been corrected to make it consistent with Section 1.8 of the Earth Science Research Overview, i.e., there is not a prohibition on all FFRDCs other than JPL, only on NASA funding FFRDCs via other government agencies.
