The close date above is the date for the Step-2 proposal due date. The Step-1 proposal due date is 09/18/2025. Step-2 proposals cannot be submitted if a Step-1 proposal was not submitted. NOTICE: Amended November 17, 2025. This amendment resets the Step-2 proposal due date for this program element, which was previously set to TBD because of the lapse in government funding. The new Step-2 proposal due date is January 13, 2026. Only those who previously submitted a Step-1 proposal can submit a Step-2 proposal. NOTICE: Amended November 7, 2025. This amendment changes to "TBD" the proposal due date for this program element. The solicitation "close date" shown in NSPIRES is NOT a new proposal due date; that is merely an artefact of the NSPIRES system. When funding is reinstated, an amendment will be issued setting a new due date. We anticipate that proposers to programs that were set to TBD will be given back as many business days as the government was shut down. NOTICE: Amended September 22, 2025. This amendment announces that those proposing to Earth Science (ROSES Appendix A) to use the NASA Center for Climate Simulation high-end computing facility must include $0.09/SBU in their budget per the instructions provided in Section 7.3 of ROSES-25 A.1 Earth Science Research Overview . This applies to all open and future program elements in Appendix A (Earth Science) as of 09/22/2025. Eligibility: Proposers must be affiliated with an institution at nspires.nasaprs.com/ and, in general, NASA provides funding only to U.S. institutions. Organizations outside the U.S. that propose on the basis of a policy of no-exchange-of-funds; consult the NASA Grant and Cooperative Agreement Manual (GCAM) (https://www.nasa.gov/grants-policy-and-compliance-team/#Regulations) for specific details. Some NRAs may be issued jointly with a non-U.S. organization, e.g., those concerning guest observing programs for jointly sponsored space science programs, that will contain additional special guidelines for non-U.S. participants. Also reference the GCAM for special instructions for proposals from non-U.S. organizations that involve U.S. personnel for whom NASA support is requested.
