Primary applicants must be qualifying U.S. small business concerns that meet SBA size and ownership rules, including affiliates. Funded work, including contractor work, must take place in the U.S. The principal investigator must have primary employment with the company (at least 51%), legal U.S. work authorization and the required project effort. STTR requires a research institution partner. Start with a Project Pitch; a Phase I full proposal requires an NSF invitation and must meet a published deadline.
