Contract Structure Defense Logistics Agency (DLA) Weapons Support proposes a fixed-price contract with annual price adjustment provisions for the out-year pricing. The resulting long-term indefinite quantity contract will include: � One-year base period. � One single year option period. � Shipments to various military depot locations within established minimum and maximum quantity limits, on an as-needed basis. Acquisition Approach � Procured under FAR Part 15. � Solicited as full and open competition with a HUBZone price evaluation preference � Applicable NAICS: 332999; Small Business size standard: 750 employees. � Covered defense information applies to this item. � Item is subject to the Buy American Act. Solicitation Details � Available January 7, 2026, at: https://www.dibbs.bsm.dla.mil/rfp/ � Increments and delivery schedule will be noted in the RFP. � Issued under the First Destination Transportation (FDT) program. � Inspection/acceptance will be at destination (identified in the Schedule of Supplies). � All responsible sources may submit an offer. � Evaluation factors: price, past performance, delivery, and small business participation. Export-Control Requirements Some or all technical data is subject to ITAR or EAR export-control regulations. Export includes disclosure of technical data to foreign persons or nationals, whether in the U.S. or abroad. This requirement applies equally to foreign national employees, U.S. companies, and their foreign subsidiaries. DFARS 252.225-7048 applies. DLA limits distribution of export-controlled technical data to contractors who: � Have approved US/Canada Joint Certification Program (JCP) certification. � Completed the required training and questionnaire (available at the link below). � Received approval from the DLA controlling authority. Instructions for obtaining access: https://www.dla.mil/Logistics-Operations/Enhanced-Validation/ Offerors and proposed sources of supply must have approved JCP certification and DLA controlling authority approval. DLA will not delay award for suppliers to apply for approval. Market Research Based on market research, the Government is not using FAR Part 12 (Commercial Items) policies. Vendors may notify the contracting officer within 15 days if they can meet requirements with a commercial item.
