The cut-off date and time for submitting questions is: Monday, December 29, 2025, by 1PM (EST). Questions submitted after the established date and time will not be accepted. A response to all questions will be provided by an "Amendment" and issued on SAM.gov. Phone call inquiries will NOT be accepted. Offerors are solely responsible for ensuring their offer is received at the designated place and time for receipt and acceptance of offers. Proposals that do not respond to the requirements in the RFP may be rejected without further evaluation or discussion. The Government may reject any proposal that is evaluated to be non-compliant with the requirements or reflect a failure to comprehend the complexity and risk of the work to be performed.
