Amendment 1 to BAA FA8750-24-S-7003 The purpose of this amendment is to update the FY24 white paper due date and add language to Part I-Overview Information regarding a Questions and Answers (Q&A) document. The synopsis is updated as follows: Part I Overview Information and Section IV.1, white paper dates are updated as follows: FY25 by 28 Jun 2024 (Please note: For FY25, AFRL is seeking whitepapers for TA1 ONLY; further, see Figure 2 on page 7; for FY25, AFRL will only consider components in WHITE; TA2 and TA1 SHADED components will not be considered for FY25. FY26 by 15 Jun 2025 FY27 by 15 Jun 2026 FY28 by 15 Jun 2027 FY29 by 15 Jun 2028 Part I Overview Information is updated to add: In lieu of an Industry Day, the Government will accept questions regarding the synopsis via email to TPOC Ryan Hilliard (ryan.hilliard.3@us.af.mil) until 12:00 PM EST on 10 JUN 2024. The Government will then amend the synopsis with a Q&A document. After its initial posting, the Q&A document will not be updated. Amendment No. 5 to BAA FA8750-24-S-7003 The purpose of this amendment is to: Part II, FULL TEXT ANNOUNCEMENT, adds language regarding Federal Acquisition Supply Chain Act (FASCSA) Orders; Section VI, paragraph 11, updates FINANCIAL RESOURCES requirements language; FULL TEXT ANNOUNCEMENT: Federal Acquisition Supply Chain Act (FASCSA) Orders: As of the date of this solicitation amendment, there are no applicable FASCSA orders. This requirement only applies to FAR based awards. SECTION VI: 11. FINANCIAL RESOURCES: Proposals shall include information to determine adequate financial resources to perform the effort, taking into consideration all existing commercial and governmental business commitments. See DFARS 232.072-2(b) for a list of the types of information used to support financial responsibility. Examples include financial statements (e.g. Balance Sheet, Income Statement, Cash Flow Statement, Compensation); disclosures of previous insolvency; business case/cash flow forecasts; financing arrangements; and/or letters of good standing from accredited financial institutions. Proposals shall also include all significant ratios as outlined in DFARS 232.072-2(b)(10)(i)-(vi). This requirement only applies to FAR based awards. No other changes are made. AMENDMENT 6 to BAA FA8750-24-S-7003 The purpose of this modification is to republish the original announcement, incorporating any previous amendments, pursuant to FAR 35.016(c). This republishing also includes the following changes: Part I- Overview Information: Adds guidance to the FY26 white paper due date; Part II- Full Text Announcement: Section I, page 7, updates guidance related to figure 2 for FY26; Section I, pg 9, updates guidance related to FY26; Section I, pg 11, updates guidance related to FY26; Section III.2.b.2, updates the FOCI guidance; Section IV.1, adds guidance to the FY26 white paper due date; Section IV.3., updates the Information Protection Office email; Section IV.4.b, updates the date; Section IV.4.c, updates the CFR hyperlink; Section IV.4.e, adds language regarding OTs; Section V.2.b.2.e; corrects numbering and updates the language; Section VI.1, updates proposal formatting language; Section IV.7, updates the provisions; Section VI., adds paragraph 10; Section VII: updates the OMBUDSMAN.
