THE U.S. ARMY CONTRACTING COMMAND-DETROIT ARSENAL (ACC-DTA) HAS A REQUIREMENT TO PROVIDE GROUND VEHICLE SYSTEMS CENTER (GVSC) WITH CONTINUED SUPPORT FOR RESEARCH AND DEVELOPMENT OF MILTARY GRADE FUELS AND LUBRICANTS. ACC-DTA INTENDS TO NEGOTIATE SOLELY, AS PRESCRIBED IN FAR 6.302-1 (a)(2)(iii)(B) WITH SOUTHWEST RESEARCH INSTITUTE, CAGE CODE 26401, FOR FULFILLMENT OF THIS REQUIREMENT. THIS IS NOT A REQUEST FOR PROPOSAL, NOR IS IT A REQUEST SEEKINGOFFERORS TO BE PLACED ON A SOLICITATION MAILING LIST.
