General Information Document Type: Pre-Solicitation Synopsis Program: Elevon Actuator Controller (EAC) Solicitation Number: FA8128-26-R-B001 Posted Date: 28 January 2026 Solicitation Date: 18 February 2026 (Estimated) Anticipated Contract Award: TBD PR Number: FD2030-26-30400 Nomenclature/Noun: Elevon Actuator Controller (EAC) Phase III Remanufacture Product/Service Code: 1420 Contracting Office Address Department of the Air Force, AFNWC/PZNT, Tinker AFB, 7330 Sentry Blvd., Tinker AFB, OK 73145 UNITED STATES Description Contractor will remanufacture the ALCM EAC component. The contractor will provide the disassembly, cleaning, inspection, maintenance, reassembly, testing, and finishing actions then return each unit to the Government in a like new condition. Each unit will maintain form, fit, and function of the original configuration. Additionally, the contractor wil produce EAC Production Test Sets and associated Test Program Sets to support production. The purpose of this synopsis is to notify industry of the Air Forces' intent to award a Sole Source contract directed toward The Boeing Company, in its Boeing Guidance and Repair Center (BGRC) (Cage Code: 05HA6), the only qualified source. No foreign participation is anticipated. CONTRACT TYPE, PERIOD OF PERFORMANCE AND SMALL BUSINESS SUBCONTRACTING The current acquisition strategy is to issue an IDIQ, definitive contract, one 1-year ordering and three 2-year ordering periods. The IDIQ will contain negotiated Task Orders. This effort will seek to utilize Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Reimbursement (CR), and Cost Plus Incentive Fee (CPIF) contract types, to be determined through negotiations by the PCO. The contemplated period of performance is August 2026 to August 2033. The Government has determined that this effort will not be small bsuiness set-aside. The contractor will be required to meet all small business participation requirements included in the contract and fulfill all requirements of the subcontracting plan included in the contract.
