The time of submission of offer, the offeror shall have an active registration on SAM.gov. All offerors shall fill out the certificate of compliance for limitations on subcontracting at C.4 and return with the quote. Failure to sign the Limitations of Subcontracting and Buy American Certificate will result in quote being unresponsive.
