The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), on behalf of the Capability Program Executive Command, Control and Communications-Network (CPE C3N), Project Manager Integrated Enterprise Network (PM IEN), Product Director Base Emergency Communications Systems (PD BECS), is issuing this Request for Information (RFI) to conduct market research and assess industry capabilities and is seeking information on the estimated cost associated with establishing a closed Army Emergency Service IP (Internet Protocol) Network (ESINet) with Next Generation Core Services (NGCS) that will be integrated with the existing Army Voice Modernization (VMOD) 2.0 infrastructure. A closed Emergency Service IP Network (ESInet) is a secure, private, managed IP-based network dedicated to 9-1-1 emergency communications. It acts as the, high-reliability infrastructure for Next Generation 9-1-1 (NG9-1-1) systems, enabling Public Safety Answering Points (PSAPs) to receive and share multimedia data like, video, text, and voice, while providing enhanced location accuracy and improved resilience. In essence, a closed ESInet replaces legacy, voice-only, copper-wire telephone systems with a robust digital foundation for modern, data-rich, emergency response.
