BACKGROUND Notice of Opportunity (NOO) for Energy Savings Performance Contract (ESPC) � Joint Base Anacostia-Bolling (JBAB), Washington, District of Columbia DLA Energy will utilize the Department of Energy (DOE) 4th Generation Energy Savings Performance Contracts (ESPC) Indefinite-Delivery/Indefinite-Quantity (IDIQ) to award a Task Order (TO) for the customer's requirement.
