Excerpts from the RFP: Purpose The purpose of this Request for Proposal (RFP) # PHTHOET26001 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide a statewide EMS System Development and Sustainability Assessment. This assessment will inform the design and implementation of a district-based hub-and-spoke EMS model to improve access, coordination, and sustainability of emergency medical services in rural Iowa.
