The Department of Veterans Affairs, The Veterans Integrated Service Network 05 (VISN 05), has a procurement need for GEMS Technical Assistance Support Services for the Baltimore VA Medical Center and associated locations. Market research indicates that an SDVOSB/VOSB or small business set aside is not supportable due to the limited number of capable, interested small businesses responding to initial outreach. Therefore, the VA will compete this requirement on an unrestricted basis to ensure adequate competition and a fair opportunity for all qualified offerors.
