Below are also the responses to questions received: 1. The SOW states, "Delivery shall be FOB Destination except for FMS orders. Shipments may be to any OCONUS or CONUS DLA Depot," and "First Destination Transportation will be utilized." Will contractors use VSM for shipments of both FMS and OCONUS orders? FMS orders will be processed via SIR.
