SOURCES SOUGHT NOTICE Monitoring, Evaluation, Learning, and Other Special Services (MELOS) A. Purpose: The Department of State (DOS) is conducting market research to inform the structure of a forthcoming Indefinite Delivery Indefinite Quantity (IDIQ) contract for Monitoring, Evaluation, Learning, and Other Special Services (MELOS).
