This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective 03/13/2026. This solicitation is set aside for 100% for Service-Disabled Veteran Owned Small Business (SDVOSB). This is a firm fixed price contract. The associated North American Industrial Classification System (NAICS) code for this procurement is 611699- All Other Miscellaneous Schools and Instruction Contractors with a small business size standard of $16.5 Million. The FSC/PSC is U014 Education/Training Security. Wage Determination 2015-5613, Rev.32, Dated 05/13/2026 applies to this requirement. The Department of Veterans Affairs, Network Contracting 22, is seeking a qualified contractor to provide an active threat response training program designed for VA clinical and non-clinical personnel which includes live practical exercises and/or assessments located within the Greater Los Angeles VA Healthcare System. STATEMENT OF WORK GENERAL: This is for one requirement (1 Line Item), consisting of training of up to 1,600 medical center staff comprised of both clinical and non-clinical staff employees. The Greater Los Angeles Healthcare System (GLA VAHCS) provides clinical and non-clinical employees with Active Threat Response training throughout its facilities consistent with established policies and procedures. As part of this required training, GLA also provides employees with Emergency Preparedness, Planning and Situational Awareness to aid in prevention of Mass Casualty Incident (MCI) like Active Threat events. GLA can achieve this by using established standards set by VA Central Office and the Office of Security & Law Enforcement. The requirement is for the training of both clinical, and non-clinical personnel in Staff-Active Threat Response (S-ATR) and will also be referred herein as S-ATR. As part of this requirement, training programs must be consistent with identified standards and incorporated elements of the National Incident Management and Incident Command Systems (NIMS/ICS) to aid staff in understanding response planning, preparation and recovery post-incident. Due to unprecedented staffing shortages the agency is currently unable to fulfill this requirement utilizing internal means. This is largely due to a lack of experienced, qualified, credentialed or licensed instructors to facilitate this training requirement. Internal priorities have been allocated for direct and indirect patient care. This task requires a degree of flexibility necessary to ensure all employees in need of this training are able to accomplish this task within their evaluation period (annual requirement). To ensure the flexibility needed to accomplish this, there must be a dedicated team of qualified instructors to facilitate this task for all clinical and non-clinical personnel deployed across GLA at the selected facilities, which accounts for approximately 1600 medical center staff. Agency Policies & Procedures: The following are the governing standards and protocols established by VA Central Office through the Assistant Secretary for Health for Operations and the Office of Security and Law Enforcement (OS&LE). The Contractor shall provide on-site live in-person training for staff, Mon-Fri per training period, per facility. At the request of the Program Point of Contact (PPOC), training may be consolidated into one larger scale training event during the designated training period or off tour hours (Saturday) when deem more advantageous to the government.
