AMENDMENT 0002 to Solicitation 1333MK26Q0074 is dissolve the small business set aside and extend the offer due date. 1. The purpose of this amendment is to increase competition and provide additional time for interested vendors to submit quotations.2. The Small Business Set-Aside is hereby dissolved. This solicitation is changed to Unrestricted under Full and Open Competition.3. The solicitation closing date is extended please refer to the SAM.gov due date on this amendment.4. Vendors shall acknowledge receipt of this amendment and all previously issued amendments by submitting signed copies with their quotation. Failure to acknowledge all amendments may render a quotation ineligible for award.5. All other terms, conditions, requirements, and provisions of Solicitation 1333MK26Q0074 remain unchanged.AMENDMENT 0001 to Solicitation 1333MK26Q0074 is to revise the quotation submission requirements, evaluation criteria, question submission deadline, and quotation due date. 1. QUOTATION SUBMISSION REQUIREMENTSThe following requirement is hereby added to the solicitation:TECHNICAL APPROACH NARRATIVEOfferors shall provide a Technical Approach Narrative not to exceed one (1) page.The Technical Approach Narrative shall describe the offeror's proposed approach for successfully performing services under CLINs 0001 through 0003.At a minimum, the narrative shall address:a. The offeror's approach for coordinating and managing the required services.b. Identification of the proposed subcontractors, service providers, disposal facilities, vendors, or other local resources anticipated for performance of CLINs 0001 through 0003.c. The offeror's approach for providing waste oil, oily waste, wastewater collection, hauling, and disposal services at the required port locations.d. The offeror's process for coordinating vessel schedules, service requests, and arrival/departure dates with local service providers.e. Any contingency plans should a proposed subcontractor, disposal facility, or service provider become unavailable during contract performance.The Government recognizes that subcontracting arrangements may change after award; however, offerors shall identify the subcontractors, service providers, disposal facilities, and local resources anticipated at the time of quotation submission.2. EVALUATION CRITERIAThe paragraph entitled:"THE GOVERNMENT WILL AWARD A FIRM FIXED PRICE CONTRACT BASED ON BEST VALUE TO THE GOVERNMENT: 1. EXPERIENCE/PAST PERFORMANCE, 2. AVAILABILITY (SERVICES, DATES AND PIER LOCATION), AND 3. PRICE."is hereby deleted and replaced with the following:THE GOVERNMENT WILL AWARD A FIRM FIXED PRICE CONTRACT BASED ON BEST VALUE TO THE GOVERNMENT USING THE FOLLOWING FACTORS:1. TECHNICAL APPROACH2. EXPERIENCE / PAST PERFORMANCE3. AVAILABILITY4. PRICEAll evaluation factors are of equal importance.TECHNICAL APPROACHThe Government will evaluate the offeror's understanding of the requirements under CLINs 0001 through 0003 and its proposed method for successfully performing the required services.Evaluation may include the adequacy of the proposed approach, proposed subcontractors and service providers, disposal facilities, local resources, contingency planning, and the overall feasibility of the offeror's approach to successfully perform the requirement.The Government may consider the extent to which the offeror demonstrates established local resources, service arrangements, and contingency planning that support successful contract performance and minimize performance risk.EXPERIENCE / PAST PERFORMANCEThe Government will evaluate the offeror's demonstrated experience and past performance performing the same or similar vessel husbandry and port services requirements.AVAILABILITYThe Government will evaluate the offeror's ability to provide the required services at the dates and locations identified within the solicitation.PRICEThe Government will evaluate pricing for completeness, reasonableness, and overall value to the Government.3. QUESTIONSThe deadline for submission of questions is hereby extended from June 04, 2026, at 12:00 PM ET to June 05, 2026, at 12:00 PM ET. All questions shall be submitted in writing to Alexander.Cancela@noaa.gov. Telephone inquiries will not be honored.4. QUOTATION DUE DATEThe quotation due date is hereby extended from June 05, 2026, at 5:00 PM ET to June 08, 2026, at 12:00 PM ET.All quotations must be submitted via electronic means (email) no later than June 08, 2026, at 12:00 PM Eastern Time (ET) to Alexander.Cancela@noaa.gov.**The Government does not accept responsibility for nonreceipt of email. It is the contractor's responsibility to request confirmation of email receipt.**5. All other terms, conditions, clauses, provisions, and requirements remain unchanged.6.
