The SWM intends to issue a RFP and award a firm-fixed price (FFP) Design-Bid-Build (DBB) contract to a single contractor after the establishment of a prequalified pool of contractors on a full and open competition basis (Phase 1 ? Establish aPre-Qualification Pool of Contractors). Only the pre-qualified contractors included within the limited competition pool will receive the Phase 2 RFP ? Runway Repair and Airfield Lighting). The United States Government (USG) will evaluate the received Phase 2 proposals using the best value trade off source selection procedures in accordance with (IAW) Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 15 - Contracting by Negotiation and RFO Part 36 - Construction and Architect-Engineer Contracts.
