About this archived opportunity
The Food and Drug Administration (FDA) Office of Human Capital Management (OHCM) provides workforce training and professional development services across the Agency and manages programs including leadership and supervisory development, enterprise onboarding, compliance training, and professional development programs. Historically, multiple FDA Centers, Offices, and Programs (COPs) independently managed portions of the Agency’s learning and development activities. FDA is transitioning toward a more coordinated enterprise learning model in which OHCM provides centralized governance, standards, and shared services to improve efficiency, reduce duplication, and ensure alignment with federal workforce policies and Agency priorities. To support this transition, OHCM requires contractor assistance to evaluate current learning programs and develop structured frameworks, governance models, and operational processes necessary to support enterprise learning management.
